Gujarat government today said it would have to incur an extra burden of Rs 6000 crore per year if it were to apply the Seventh Pay Commission even as state employees union sought immediate implementation of the award. The Union Cabinet today accepted the recommendation of of Justice A K Mathur headed panel, which would benefit around one crore government employees and pensioners across country. "If we implement the 7th Pay Commission for government employees, we will have to shell out Rs 6000 more per year on their salaries. Finance and General Administration Department will study the recommendations in detail," Gujarat Government Spokesperson and Finance Minister Saurabh Patel said. He said an appropriate decision will be taken in this regard on directions of Chief Minister Anandiben Patel. Welcoming the implementation of the Pay Commission, state unit BJP president and Transport Minister Vijay Rupani said, "I am happy that our government at the Centre has accepted the demands of employees. In Gujarat, our CM and Finance minister would deliberate on this and then take an appropriate decision". Gujarat State Employees Co-ordination Committee (GSECC), the apex union body representing over 4.5 lakh state government employees, demanded swift implementation of the pay award.

"We welcome the Centre government's decision to accept 7th Pay Commission recommendation. Now, we want that state government should implement it here without any delay, as we learned that Uttar Pradesh Government has already announced to give the hike as per the commission's recommendations. This should be followed here too," said GSECC spokesperson R A Patel.

CBSE concluded class 12th physics exam today, students called the paper lengthy

New Delhi: CBSE concluded the Physics board exam for class 12th students today. Reportedly, 660159 students appeared for the Physics paper which was conducted at over 4000 examination centres across the country. The board tweeted that the exam was conducted smoothly. The board also conducted language paper examination for class 10 students.

Physics has the reputation of being one of the toughest subjects, however, the question paper today was moderately difficult, as told to us by Mira Rani Bera, PGT Physics at Army Public School, Delhi Cantt. Students however found the paper to be lengthy than expected.

Here's what our expert told us about class 12th Physics question paper:

"Question paper was of moderate difficulty level for average student. There was a good mix of direct questions, for average students."

"Some students found the question paper lengthy. One question on threshold frequency was repeated in two questions in set 3."

Upon asking what the best thing about the question paper was, she said that students who had followed instructions and had studied, every line in the NCERT book, would have found the paper is easy.

Most of the Questions, she said, were based on NCERT textbook and were on expected lines. However the question paper had its share of unexpected questions but on an overall level the paper was from expected topics.

Concluding her analysis she said, it was balanced paper, with difficultly level for an average student. The paper was more conceptual than theoretical. It reinforced the basic idea that one should study every line of the book and have concept clarity. The only change was that there were many numerical problems and it was a bit lengthy.

The Congress released its first list of candidates for 15 seats for the upcoming Lok Sabha elections, naming UPA chairperson Sonia Gandhi, 72, as the party’s candidate from Rae Bareli and Rahul from the Amethi seat. Sonia Gandhi’s re-nomination from Rae Bareli ends months of speculation that her daughter and party general secretary in-charge of east UP Priyanka Gandhi Vadra, 47, may contest from the Gandhi family bastion this time.

The list comprises 4 Lok Sabha seats in Gujarat and 11 in Uttar Pradesh where a formal alliance with the three-party combine led by Akhilesh Yadav, Mayawati and Ajit Singh did not work out. SP’s Akhilesh Yadav and BSP’s Mayawati have, however, already announced that their front would not contest elections from Rae Bareli or Amethi to ensure that they did not cut into the anti-BJP votes in seats represented by the Congress president and his mother.

This, Mayawati has explained, was to ensure the two leaders were not tied down to their constituencies, leaving them free to campaign against the BJP and Prime Minister Narendra Modi in other parts of the country.

Akhilesh Yadav often counts this arrangement as evidence that the Congress hadn’t been left out in the cold. But a Congress leader indicated that the last word on the arrangement was yet to be said. “Back channel talks are going on between the parties to arrive at some arrangement,” a leader said.

The Gujarat Secondary and Higher Secondary Education Board has declared the examination schedule for class X and XII. The examination will begin from March 7 and will continue till March 23.
Exams for the main subjects will be held on alternate days. A total of 17.50 lakh students are expected to appear for their SSC and HSC board exams,” said an official. The officials said that form filling for the examination is still going on.
The GSHSEB official said that the examination this year will begin five days ahead of last year. The examination has begun on March 12 last year. Board officials said the schedule has been uploaded on their website and copies have been dispatched to schools.

Close to 11 lakh students are enrolled for the SSC exam while the procedure for HSC General Stream forms is still on. About five lakh students have already applied for HSC general stream.
About 1.50 lakh students have been enrolled for HSC Science Stream. The officials said this year there is an expectation that there would be more students enrolled in science stream this year as compared to 2017, where 1.35 lakh students had taken their examinations.
According to the schedule the SSC examination will begin March 7 and will end on March 19, while the same for HSC science will end on March 16. The HSC general stream examination will end March 23. The first paper of all HSC streams science and general will begin on March 7.

Officials said that this year it was the last attempt for those students who have failed to clear their HSC semester examination. This is the second year that Gujarat Government has scrapped semester examination from HSC science stream. Officials said that the students who fail to clear HSC semester examination this year will to appear as a fresher in 2020.

How Google AdSense Pays in India

one of the most popular monetization techniques used by bloggers, is always confusing for new users. Despite its easy-to-use dashboard and its help pages, there are always questions related to sign up, account approval, account ban, optimization and many others.

AdSense Payment in India:
AdSense has different payment options for different countries. They support EFT transfer, Cheque facility and pay by Western Union Quick Cash. Especially in countries like India and Pakistan, getting an AdSense account is not as easy as it is in countries like the U.S., U.K. and Australia. This is mostly due to issues of spam and fake AdSense accounts in India.

In India, at the time of the writing of this post (June 2014), AdSense offers payment via Cheque and EFT, and they convert your earnings into INR and then make the payment. Usually, the AdSense USD to INR conversion rate is high, so you might not find this to be an issue. However, an AdSense cheque takes time to reach India (10-15 days), and it takes another few days for clearance.

The AdSense team is increasing payment options in many countries, and they have already added EFT payment for Indian publishers.

Google Adsense allows ads on extremist sites

the main reasons of the presence of ads on extremist and fake news sites is the fact that Google removes ads only from pages and not from a whole site. In a post from May 2017, the platform announced that from now on and by default, it will remove ads from pages that violate its policies. It is explicit that is at the page level and not at the site level. Scott Spencer, Google’s sustainable ads director explained:

“As we roll out page-level policy action as the new default for content violations, we’ll be able to stop showing ads on select pages, while leaving ads up on the rest of a site’s good content.”
In concrete terms, a given brand’s ads may have been removed from pages with racist contents on an extremist site but still appear on its weather forecast section, meaning that Google provides revenues to such sites. So it is not a surprise that, in September 2017, 90% of fake news sites which are monetizing their audience through programmatic advertising are using Google Adsense (according to Storyzy statistics). Their audience represents 120M monthly visits.

Since July 2017, Storyzy spotted on these fake news sites more than 600 different brand’s ads including big names such as McDonald’s, Walmart, AT&T, Adobe, Visa, Nespresso, American Express, Verizon, Hertz, Volkswagen, Goodyear, Microsoft, Dell, Toyota…

Google Adsense content policies are clear

Google Adsense policies about ‘dangerous or derogatory content’ are clear and they are applicable at the page level:

“We believe strongly in freedom of expression, but we don’t permit monetization of dangerous or derogatory content.
However, when a brand’s ads appear on specific ‘safe’ pages of an extremist site because they do not violate Google policies, the brand is still funding both the extremist site and Google.

Is Google wrong with its rules at page level?

It is public that Breitbart news has been blacklisted by nearly 2,600 brands that had removed all their campaigns from the site since November 2016(the whole site of Breitbart and not only questionable pages). Not all content on this site is extremist, racist or false information. They removed their ads despite the fact they could appear close to articles from respectable agencies like Associated Press. For example, in the picture below you can see an AP article on Breitbart that has been blacklisted by these brands.
